Traveling in Korea with a Dog Over 10 kg
If the dog is over 10 kg, or cannot stay inside a small closed carrier, KORAIL and SRT are the wrong plan. A human ticket on KTX does not create a pet ticket. Build the day around a car, a taxi that has already agreed, or a ferry that actually sells space for that animal. Confirm the operator before you pay. Rules may vary by company, and a page like this can go stale.
Why the usual public-transport plan fails
Travelers often buy the person’s seat first and treat the dog as luggage they will sort out at the station. For a heavier dog, the sort-out happens as a refusal. The public transport guide describes the small-pet case: a carrier, a weight under the rail limit, and subway or bus rules that depend on the operator. This page is the other case. The dog does not fit that case, so the remaining choices are private hire or an operator that publishes a pet cabin, not a quieter seat on the same train.
KORAIL, including KTX
In a January 2025 reply on the government petition portal, KORAIL said animals are not carried under the passenger contract, except a pet of 10 kg or under in a carrier. The reply is public on cheongwon.go.kr. KTX sits inside the KORAIL system, so a KTX ticket is not a separate, looser pet policy. Ask KORAIL again before you buy, because a petition answer can be updated. The English homepage is not the text of this reply.
That reply did not spell out whether the 10 kg figure is the animal alone or the animal plus the box. Do not guess. Ask KORAIL which weight they weigh. Carrier dimensions for the small-pet exception are already on the public transport guide. If the dog cannot remain inside that kind of box, the dog does not qualify, even when a home scale says the body weight is close to the line.
The same reply named trained guide dogs accompanying visually impaired passengers as an exception that may board. That exception is not a workaround for a pet, and it is not something a visitor should claim at the gate. If you travel with a guide dog, confirm that operator’s current documents. Do not borrow the guide-dog sentence for any other dog.
SRT publishes a different notice, not a gap
SRT is a different company. KORAIL’s contract does not automatically become SRT’s contract, and SRT does not become the train you use once the dog is too heavy for KORAIL. A Korea.kr briefing published on 5 September 2022, from the transport ministry, summarizes SRT’s carrier as about 25 × 60 × 30 cm (height × width × depth) and the combined weight of carrier and animal as 10 kg or under. The same briefing says the carrier stays closed, sits under the seat when there is no designated pet seat, and that vaccination papers are part of the preparation. It is a government summary, not SRT’s own live page, and it can go out of date. The page is this Korea.kr visual note. Open it again, and ask SRT, on the day you book.
A dog of 12 kg, 18 kg, or more fails that combined limit even if you buy an extra human seat. Unzipping the carrier in the aisle does not create a new category of ticket.
Express buses are still a small-carrier service
A government briefing on Korea.kr summarizes pet rules used by members of the express-bus association. In that summary, the carrier is smaller than 50 × 40 × 20 cm and the combined weight is 10 kg or under. The briefing says an extra seat can be bought on those services. Read that as space for a carrier that already meets the company’s pet rule, not as permission to bring a heavier dog. Buses that are not in that group can set other rules, including a refusal. The briefing is this Korea.kr visual note. Confirm the company printed on your ticket. City buses and airport limousines are different operators again. Do not copy an express-bus figure onto them.
Car and taxi are negotiations, not a default yes
A rental company sets its own rule about animals in the vehicle. Ask before you pay the deposit, and ask what happens if hair or an accident with the animal triggers a cleaning fee. The answer is a contract term, not a courtesy you can assume from a tourist article.
Taxis are similar. Driver and company policy may vary, and a pet taxi may be an alternative. App taxis and street hails do not share one pet policy. Tell the driver the dog’s size before the trunk opens. If you are landing with a heavy dog, do this before you leave the terminal, which is the situation in from the airport to your hotel. Have a second option. “The next taxi” is a plan only if you have time and the animal is calm.
A ferry is not a train that happens to float
Some ships sell a pet cabin and will carry a dog that no train will take. Others limit shared pet space to a few kilograms and refuse everything else. The ship name on the ticket is the rule, not the word “ferry.” Weights, cages, and breed limits for Jeju crossings are written up in domestic flights and ferries to Jeju. Using a ferry does not unlock KORAIL on the other side of the water. Once you are on the island, a heavy dog is still a heavy dog on local buses.
If the human ticket is already booked
A frequent stuck point is a KTX or SRT seat bought for the person, with the dog assumed to follow. If the dog is over the limit that operator publishes, the reservation is a human reservation. The fix is that railway’s own change or refund rule, plus a different way to move the dog. Do not board and negotiate with the conductor. Staff can refuse the animal. You can end up stepping off, or sending the dog back with someone else, while the train leaves.
Subway is not the backup on that morning. Where city rail accepts pets, it accepts a small animal in a closed carrier. The box size and the weight gate are already written up in the public transport guide. A dog that failed KORAIL does not become eligible because the platform is underground. Call the taxi or use the car you arranged early enough that a refusal still leaves you time. The first driver who says no is useful only if you are not standing at the station at departure.
Size rules continue after you arrive
A hotel, cafe, or pension can refuse a heavy dog after the taxi has already said yes. That is a house rule. It is not the KORAIL contract, and a rail ticket you did not use will not change it. Leash, waste, and the questions worth asking a venue are in the etiquette guide. Ask the venue about weight before you arrive with an animal that cannot travel in a small box. City buses, airport limousines, and local seaside buses are separate companies again. An express-bus figure from the government briefing does not transfer to them.
Mistakes at the platform
- Buying the person’s KTX or SRT seat, then discovering the dog is not eligible when the bag is already at the gate.
- Treating SRT as the loophole after reading that it is “not KORAIL.” Its published combined limit is still 10 kg.
- Buying a second express-bus seat and assuming the weight limit no longer applies.
- Taking the dog out of the carrier to make the box look smaller, or to calm a passenger who wants to see the animal.
- Describing a pet as a guide dog. Staff can refuse boarding. If the animal is turned away, check that operator’s own refund rules before you assume the human ticket can be cancelled.
Before you buy any ticket
- Weigh the dog. If you are near 10 kg, also ask whether that operator weighs the carrier.
- If the dog is over the rail and express-bus limits, stop looking for a softer train.
- Ask the rental company or taxi provider, in writing if you can, whether this dog is accepted.
- If the route is a coast or Jeju, read the ship’s pet-cabin page, not a generic ferry blog.
- Keep a closed carrier anyway. Many taxis and hotel desks still want the dog contained at the curb.
- Re-check the operator the week you travel. Association briefings and petition replies are not statutes that freeze the fare rules.
The decision
Over 10 kg, the national rail products and the express-bus pattern described by the government briefing are for a small animal in a carrier. Use a car or a taxi you have confirmed, or a ship that sells a pet space for that weight. Confirm with the provider before travel. A guide-dog exception is not a pet exception.
